On Dumb Editors... And Dumber Rockers

The news that the World Bank has spoken against the National Rural Employment Guarantee Scheme (NREGS) has attracted wide attention. The World Bank says that the NREGS acts as a hindrance to rural-urban migration – which should actually be encouraged if we are to meaningfully tackle widespread poverty.

It is interesting that the Economic Times, in an editorial today, has lambasted the World Bank and supported the NREGS. Our good old Reichwing press all over again.

In terms of basic economic theory, the NREGS makes no sense. Governments tax and spend – or print money. If this money is used to “create jobs” in one area, then it simultaneously destroys jobs in another. If taxpayers don’t pay taxes and spend their money themselves, they too create jobs – and these jobs are created for those who satisfy discerning consumers. NREGS jobs produce nothing worthwhile. They are just “workfare” schemes.

Further, in one avatar or another, the NREGS has been with us for more than three decades. It started off as the Jawaharlal Nehru Rozgaar Yojana, became the Indira Gandhi Rozgaar Yojana, and now it is the NREGS. For 30 years “employment generation schemes” have achieved nothing for the poor. Rather, they have converted the district administration into a “spending bureaucracy”: before this, they were “collectors” of tax revenue, and offered a title deed against taxes paid. The famous “steel frame” was corroded by these employment generation schemes.

All this money should be spent elsewhere – especially on roads. The term “infrastructural bottlenecks” has also been with us for more than 30 years. We do not have roads because all the revenue is being wasted. Without roads, our cities are overcrowding, and satellite towns are not growing. This hurts the poor – who seek niches in the urban market economy.

Unlike the Economic Times, which is flying the pirate’s flag – the NREGS is the “flagship programme” of our The Pirate Ship of State – Mint has come out with a thoughtful editorial today, arguing for spending on real infrastructure. They too quote the World Bank:

The World Bank’s chief economist Justin Yifu Lin said recently, “The only mantra now is to remove infrastructure bottlenecks so that the economy is ready for a high growth path when global revival takes place.”

I am all for closing down the NREGA and suchlike schemes, privatizing all the PSUs, and investing the entire Public Treasure in roads. But I repeat myself. This is the only way we can catch up with China, now leagues ahead of us in every way, as this article argues.

However, the sad story is that not one of our political parties is talking this language. Whether Tweedledum wins, or Tweedledee, or Tweedledumber, central spending policies are going to be the same. The PSUs will stay. The infrastructure of roads will never be built.

I therefore find the new song of the Bangalore rock band Thermal and a Quarter titled “Shut Up And Vote” exceedingly stupid. There is no one to vote for. Indians needs the None of The Above Vote – NOTA.

Thermal and a Quarter should be asked to Shut Up And Think.

  1. Actually, we wrote a song for people like you some time back... it's called Cynical World and it's from our third album Plan B.

    When you have time to get off your high horse, you might as well take it to the water and get it to drink.

    You could say that we too used to think like you once. But time for change is nigh. Flipping through your blog, we get the picture that you're just another cynical voice that will always find fault with everything, and yet do nothing about it. You use your Fourth Estate sandbag to hide from every opportunity for action and then go on to justify your inertia in effete words like these. Frankly, have you thought about who actually reads your stuff? Or if it makes a difference beyond intellectual onanism?

    Enough cynicism. Try a change of stance, pal. Remember, you are the antidote.

  2. But will there be any change if more people vote? All that will happen is that more people will vote into power the same old bunch of corrupt people. This is not cynicism, this is reality. Change, if at all, can occur only if more people, newer people - who will genuinely rise above self interest and have a better grasp of how to usher in a better world - enter politics. Maybe you should sing a song urging good people to stand for elections.

  3. I also think Sauvik has been rather hasty (as he sometimes can be) in referring to your band as dumb rockers. Those who sing can make a lot of difference. People hear songs the way they never read words - and they respond to songs with their hearts. I hope you guys right some great political songs one day. Good luck!

  4. Any change that happens in India can be likened to elephants making love- the process is precarious, noisy, and cumbersome- the results (if at all) take a long time. The tough EC rules, campaign for the selection of clean candidates by the press, the ruckus about the negative vote, the awareness built about the number of criminals in parliament, the increasing awareness that most politicians are corrupt are some of the positives -
    One auto driver was telling me that that the middle and richer classes are responsible for the state of the country because they DO NOT VOTE- close to 50% of people do not bother to vote- the not voting reflects the apathy of half the population (to any candidate, system, issue) and there must be some social engineering aimed at changing this- I would be happy if it is made compulsory and connected with some benefits.

    and keep it coming. You writing is not cynical or merely skeptical. Far from that. You are "constructive" in the true sense of the word. You point the way to a new India, a second republic!

    Every vote under the present constitution is a vote in the favor of the constitution which says its "socialist", which is antidemocratic as it bans a "liberal political party". Thus in essence, every vote under the present system is a vote "aganist" democracy (it is like voting for which member of the Chinese Communist Party should be the premiere).

  6. TAAQ: if your song is to make sense, there must be a CANDIDATE you profess to vote for and are encouraging others to do so too.

    Whom will you vote for?

    Who are you asking us to vote for?

    If you have no answer to these questions, your song is senseless.

    Also, the "Shut up" part of your song irks people like me, who make noises that The Establishment does not like to hear.

    Your "shut up and vote" song therefore sounds like a song for "wee the sheeple" - and not for libertarians, who possess a political philosophy, one that is diametrically opposed to socialism, and who prefer to THINK.

    Why not a song for the NOTA vote, dude?

    There is no "candidate" among the socialists.

    Though I did see a Congress hoarding near Panjim yesterday that had the dimpled face of Rahul Gandhi on it. Rahul, like his mummy, would prefer Chacha Manmohan to continue as PM if the Congress return to power. Are any of these people "candidates"? In any sense of the word?

    The BJP has Advani and Modi - and lots of hatred.

    The CPI(M) led "third front" has publicly declared they have no common candidate!

    TAAQ: Get a NOTA song going.

    Answer this: Would you stand to be elected?

    Never mind your cynicism, you're informed, you're articulate and you're a concerned citizen. The issues that concern you concern us too.

    But would you stand as an electoral candidate? If you do, we'll be the first to elect you!

    But then, you and I know that change cannot be wrought overnight, can it? But we can take baby steps towards it.

    We’re sure you know your stats, but read what Janaagraha has published - an alarming number of young people do not vote. They do not exercise their franchise. They are not motivated to do so, or they think it’s a messy procedure trying to get a voter id. Some even think it’s uncool.

    It is this we wish to change first: We want to tell the 'urban superhuman' yuppie to decide to vote first, then decide whom to vote for. (Urban superhuman, btw, is a phrase from our song Chameleon).

    True, our political scenario is in disarray. You have Modi, and you have Advani. And you have people like Mutalik and Varun Gandhi getting away with breaking the law. The Third Front is in truth a consortium of constipated backsides!

    But even under these circumstances, NOTA isn't an option. Not for us. And, honestly, not for you either.

    And as a concept, NOTA is too wry, too pessimistic - our brief was to deliver a song that motivates. Ergo, 'Shut up'. By that offensive phrase we mean: ‘Stop complaining, stop whining, stop doing nothing.’ So far we too took the observation tower route – our songs would make wry observations about people and a lot of people loved that. This is the first time we have written a song that exhorts people to act - you may as well say it shook us out of our own inertia.

    Keep at it, and change will come about. That, we believe, is the difference between persistence and pessimism.

    We're not playing in Goa, unfortunately. But if you can make it to Mumbai or Kolkata or Bangalore, catch us in concert. That should make things clear.

    Now you are issuing another order: "Shut Up, Sauvik, and stand for elections."

    Rock is ANTI-ESTABLISHMENT.

  9. TAAQ, action is nothing but to execute a thought. Thinking precedes action. Constant action with all your might against a wall, would simply leave you exhausted where you were. Only a thought will create motivation to climb / jump the wall and pass it. Notice, your thoughts have motivated you to Act.

    Sauvik's action is intellectual revolution, that will translate in Action in time to come.

    Yes, rock is about rebellion.
    So why can't we rebel against what, to us, seems like stupidity? The stupidity of standing on the sidelines, delivering pithy speeches and cynical intellectual diatribes about how everything's going to hell and how the best thing we can do is, well, stand on the sidelines and make pithy speeches! If you don't want to get your hands (just a finger, really) dirty with making a tough choice, that's your blinkered lookout. CSNY may not have cut their hair, but I'm pretty darn sure they always voted. Sure, they picked the best from the worst. Sure, they had to choose one set of compromises over another. But the important fact is that they DID choose. You, on the other hand, are choosing to stay out of the process. And crib, of course.

    Since you use an American example; the Americans voted a complete maroon into power. Twice. But they do seem to have gotten it right this time around, eh? If you don't participate, you have NO right to complain. It would help if you really listened to the words in the song as well - we're not asking anyone to blindly 'act' against a wall - you're supposed to be smart, so use that bulging forehead to make the best choice possible. And maybe a few years down, the choice you made will make a difference.

    And by your own logic, our national anthem is probably an ad jingle too - some reports say that good old Tagore 'specially composed it' in honour of George V; he was requested to write it, and he was smart enough to make the hero of the song the Lord of Destiny and not any George. Now there's a real rock star.

    And how would you classify schmoozers like U2 who will dine with G8 and then sing a half-assed ditty about saving the world?

    And then, closer home, you have Rock On, shitty faux rock that gets your 'we the sheeple' all roused up.

    Rock is a medium (and not the kind that conducts spirits of the dead). True, in times like these, we need a Bob Dylan but you can't fill a stadium with that stuff in India. So you need to try something different. Without dumbing it down entirely. If TAAQ's song was written for pseuds like you alone, who live mentally in the 60s with retrograde 'libertarian' views (that's just a smokescreen, dude), there wouldn't be half a chance of getting the message across.

    i m amazed that u guys don't get it. it is so ridiculously simple. this whole argument is pointless.
    "Shut up and vote" is for those people (which is majority of the youth) who just sit in their homes in front of the TV, and criticize the politicians, but they themselves do not go out and vote, for the right leader. I agree that to find a right leader is almost impossible today, but there is always a lesser evil, and not voting at all is not at all a solution, because then we will be committing the same mistake as we were for the last 10-20 years.
    Shut Up and Vote does NOT mean switch of your brains and go to a polling booth. It just means that use your brains, lift your ass up from that comfortable couch, and go vote for the best candidate possible.
    I, being a part of the youth that TAAQ are aiming at, can safely tell you that the Shut Up part doesn't irk me. Sauvik, I think you are a minority, and in democracy, its always the larger number of votes, that wins.

  20. Voting is not uncool, yet voting between three candidates who will end up raping you in three different ways is only moronic. Even if you end up voting for the lesser of the three evils, you only end up perpetuating the same system that allows corrupt politicians to thrive. Change will only come about when people stand up as one in protest against the existing system, not by going to the polling booth and voting. Sing about protests. Sing about rising against the establishment. Sing about actively bringing about a change. Not about "shut up and vote".

You get an elaborated picture and are left free to think and liberate by absorbing knowledge. As far as "Youth" is considered, i believe there is nothing as "Youth" in a country which will bring abt a change. We are all youth with different preferences, ideologies, ethinicities, personal interests and mindsets. There is no possibility that such diverse group would combine to be referred as Youth. we are all children of circumstances, products of National frauds. TAAQ, for sure rocks on stage(\m/) but not here.
